Hi there! Based on the measurements provided, we would recommend the size 27. Laid, flat this size measures 15.5 inches across the waist and 22 inches across the hip.

But you must understand that due to the “mid rise” size of the jeans, my natural waist does not fall where the top of the jeans do (again, mid rise). So my concern is that the 24 is going to literally be 24 “ but sitting lower on my hips, therefor way smaller

Hi! Lay-flat measurements for the Etica jumper are 16" pit to pit, 15.5" chest, 13" waist. The jumper does have stretch, about 1" of give throughout. Very comfortable and easy to move in! We don't have an on-model image but I hope these specs help! :-)
