Hello. I'm a 7 to 7.5 us. My feet measure 9.5 inches I'm narrow. What size would you recommend? Also do these stay in place well, or do you know if they move a lot?

I would go with a size 7! The shoes do stay in place well, when they are secured around your ankle.
